CELU's Mission Statement

The Coalition of Large Energy Users advocates for policies that enhance grid reliability, improve resource planning, support clean on-site generation, create efficient utility processes, and increase regional cooperation. CLEU elevates the needs of California's large energy users to ensure stable and cost-effective electricity with minimal rate impacts without compromising on zero-emission goals.

CLEU's Policy Goals

• Ensure state energy planning systems guarantee a reliable, zero emission electric grid:

  • Focus on the 1-to-5 year-ahead (short and mid-term) time-frame.

  • Increase reliability and market efficiency through increased regional cooperation.

• Ensure only necessary and reasonable rate increases while California tackles the triple challenge of reliability, resiliency and transition to 100% zero-carbon electricity

• Ensure sufficient capacity for existing and new loads in areas where we operate and are growing:

  • Improve efficiency utility interconnection / upgrade processes, timelines and certainty.

  • Secure support for on-site DERs that are critical for reliability and affordability, while decreasing grid capacity demands.
